保监会下发调研通知 拟建信用红黑名单制度   保险业拟建信用“红黑名单”制度   ⊙记者 黄蕾 ○编辑 浦泓毅   “人无信不立,业无信不兴”,对于经营风险和信用的保险业来说,诚信更是安身立命之本。不过一直以来,部分保险公司往往以保费规模为导向,销售误导、惜赔拖赔、不正当竞争等失信行为屡见不鲜,给整个行业的形象和声誉造成了不良影响。为扭转这一态势,保监部门开始连续重拳出击。   记者获悉,保监会在近日向各保险公司下发的一份调研通知中透露,将加快推进保险业信用体系建设,建立健全保险业守信激励和失信惩戒机制,其中相对应的是建立“红名单”制度和“黑名单”制度。   所谓的“红名单”制度,就是加大对守信行为的表彰、宣传和支持力度,对诚实守信的保险从业人员在资质认定、职业发展上实行适当倾斜政策,对诚实守信的保险消费者通过价格机制等措施实施适度优惠政策;而“黑名单”制度,就是对失信行为进行惩戒,通过制定保险业信用基准性评价指标体系和评价方法,完善失信信息记录和披露制度等。   根据收到调研通知的保险公司人士透露,涉及“红名单”制度,监管部门分别就如何建立保险业“红名单”制度及应遵循的原则和标准,目前保险业开展的哪些活动适合纳入“红名单”选取范围,对守信激励对象可以采取哪些激励措施及依据等进行书面调研;而“黑名单”制度的调研,主要聚焦于保险业哪些具体失信行为可以纳入联合惩戒,保险业联合惩戒的对象及其范围如何界定及依据,对失信惩戒对象可以联合哪些部门采取哪些惩戒措施及依据。   “红黑名单”制度建立的一个大背景是,保监会提出的《中国保险业信用体系建设规划(2015-2020年)》。《规划》提出,到2020年,保险业信用制度体系、信用评价基本规则和标准体系基本建立,保险业统一开放的信用信息系统和覆盖全行业的征信系统基本建成,保险信用服务体系比较完善,守信激励和失信惩戒机制全面发挥作用;保险服务明显改善,市场秩序显著好转,保险商务诚信、保险政务诚信建设取得明显进展,消费者和社会满意度大幅提高;行业诚信意识普遍增强,诚信文化建设扎实推进,保险信用环境明显改善。   《规划》实施具体将分为三个阶段,其中2016至2018年是全面推进阶段,即保险业信用制度和标准体系进一步完善,信用信息的记录、存储、处理、管理和使用实现标准化和规范化,信用记录覆盖率力争达到80%;保险业各类信用信息数据库和共享平台建设基本完成,行业内信用信息的互联互通和交换共享基本实现。   实际上,一直以来之所以出现保险从业人员的不诚信行为,与其违规成本偏低不无相关。而“红黑名单”制度的建立,将加大对失信主体的约束和惩戒力度。保监会将在市场准入、资质认定、行政审批、政策扶持等方面实施信用分类分级监管,根据失信类别和程度使失信者受到惩戒,失信者的违规成本将明显上升,与此同时,随着披露制度的完善,失信者在保险市场交易中也将受到一定制约。   业内人士表示,无论是从之前加强和改进小额简易理赔等服务,还是到现在的建立信用体系“红黑名单”制度,保险业从以“保费规模”到“以客户需求”为导向的转型发展基调日渐清晰,这将在一定程度上逐步提升保险业社会信誉和保险消费者满意度。 进入【新浪财经股吧】讨论相关的主题文章:
